Senior Procurement and Contract Management Officer SETCO

Duty Station: State of Khartoum
Reporting to: Program Coordinator
Duration: One year with possibility of extension based on Performance with three-month probationary period

The procurement specialist will support the procurement and contract management activities under SETAP and HoA-RISE, as well as train seconded staff and advise the PIU on project activities implementation regarding all procurement following the World Bank’s Regulations for borrowers (IPF) and the nnational procurement arrangements when approaching the national marketwith understating of procurement procedures, international good practices, procurement management and other related tasks including and not limited to contract Management .
Specific Duties and Responsibilities
Provide support for developing procurement system and processes with Strict adherence to the WB Procurement Regulations for IPF for (Goods, Works, Non-Consulting and Consulting Services).
Support establishment and maintenance of a central procurement filing system, and ensure all related documents are included in the respective files to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors, authorized agents or the World Bank staff during post procurement reviews (PPRs);
Participate in the preparation of the projects’ s    Annual Procurement Plan with relevant project and ministry staffs.
Ensure that procurement activities are carried out per the World Bank Procurement Regulation and in a timely manner to ensure complete execution of all Project’s contracts.
Ensure that each procurement approach and selection process is proportionate with the risk, value, context nature and complexity of the procurement, while ensuring integrity.
Support achievement of project development objectives for the benefit of the country.
Provide expert support in the preparation of TORs and or technical specifications for the procurement of goods and services, including, but not limited to: preparation of TORs/specifications, advertising and publication, receipt of bids, bid openings, evaluation, response to inquiries and complaints from bidders, award of contract and contracting process, and amendments;
Review and advise on the establishment of a performance monitoring database for all contractors, suppliers, and consultants, and ensure efficiency and timeliness in the delivery of outputs from the services providers.

The Procurement Specialist (PS) must have the following minimum educational and professional qualifications and experience:
Master’s degree in public Procurement Management or other relevant disciplines (e.g. Business, Law, Engineering, Public Administration, Management with relevant university degree).
Minimum of 10 years for working experience in the area of procurement and contract management, including 5 years of relevant experience of working for donor funded projects, preferably including projects funded by the World Bank or other International Financing Institutions.
Experience in Public sector Procurement management System is preferred.
The PS must have professional procurement and contract Management experience and a training and presentation skills.
Excellent communication skills, both written and oral in English and Arabic.
Proven record of satisfactory performance of similar assignments in Sudan. Previous working experience in implementing education programs is highly preferred.
Proven record of working effectively within multi-disciplinary teams.
Proven record of high integrity and honesty in working effectively within multidisciplinary teams.
Computer literacy, including advanced Microsoft Office skills (Excel, PowerPoint, and Word or any other MIS) and database management are required.
The Senior Procurement Specialist will report to the Program Coordinator

Duration of the assignment
This is a one-year assignment with likely extension based on satisfactory performance and business needs.
