Job Title: ENVIRONMENTAL SPECIALIST
Duty Station: State of Khartoum
Reporting to: Safeguard Coordinator
Duration: One year with possibility of extension based on Performance with three-month probationary period
The Environmental specialist will be responsible for the provision of technical support to projects. The Environmental specialist will be fully engaged in advising on, facilitating and ensuring (i) the effective implementation of the Environmental and Social Management Framework (ESMF) and Resettlement Policy Framework, and (ii) the creation of adequate awareness and capacity building at all levels for management of the environmental impact aspects of the projects.
The responsibility of the Environmental specialist also includes the monitoring and follows up of the environmental and social management plans that mitigate potential impacts of the project.
The Environmental specialist will work in close collaboration with PIU staffs in partnership-oriented approach, harmony, and team spirit. The safeguard specialist is particularly expected to backup and provide technical support to state and local level focal points in the implementation of the ESMF and relevant safeguards tools (checklists, assessments, etc.)
Specific Duties and Responsibilities
The Environmental Safeguard specialist will undertake the following duties and responsibilities:
Coordinate environmental safeguard activities SETAP and HoA-RISES.
Conduct public consultation meeting as needed.
Review environmental and social safeguard instruments/tools like ESMF (Environmental and Social Management Framework), RPF (Resettlement Policy Framework), ESIA, jointly with other social safeguard experts.
Prepare and consolidate quarterly, semiannual, and annual environmental safeguard work plan.
Arrange and facilitate the disclosure of ESMF (Environmental and Social Management Framework) and RPF (Resettlement Policy Framework) in the SEHC’s website.
Prepare environmental screening documents /guidelines, completing them and attesting that they are correct to assist implementing Agencies (IAs) to ensure that World Bank regulation and procedures are strictly adhered to during sub project preparation, implementation, monitoring and evaluation.
Visit the project sites as and when necessary and undertake field inspections and critical evaluations of actions needed
Work closely/jointly with World Bank environmental safeguard experts.
Work closely/jointly with World Bank Social Safeguard experts.
MSc or BSc degree in environmental science, environmental engineering or other related fields, with 10 years of relevant work experience for BSc degree and 8 years of work experience for MSc degree of which the candidate should have at least 5 years of working experience in electricity-related project. Knowledge of Government of Sudan’s environmental guidelines is required and understanding of the World Bank financed project guidelines and procedures in Environmental safeguards, Environmental assessment, and analysis, as well as World Bank Environmental and Social Safeguard Policies is preferred. Experience in effective stakeholder engagement, grievance redress mechanism. Fluency in Arabic and English language (Spoken and written).
The Environmental Specialist Expert will report to the Safeguards Coordinator.
Duration of the Assignment: The assignment will be for one year with possibility of extension based on evaluation of performance.
